After the conquest, Japan is renamed Area 11 and governed from the Tokyo Settlement, a Britannian city built over the old capital. Japanese citizens become Elevens, a subject population with limited rights and a parallel economy.

The gap between the Settlement and the old city is the series' visual shorthand for occupation: clean towers, checkpoints and a resistance that operates in the spaces between.
