C.C. is an immortal woman who has drifted through centuries under different names. She gives Lelouch his Geass as part of a contract whose terms she rarely explains.
She is a witness and a user of the series' central power, not a mascot: her Code, her past and her bargain with Lelouch frame the questions the Geass raises about freedom, memory and consent.
